Luke 15 opens with both the Pharisees and Scribes complaining about Jesus eating with sinners.
The chapter is famous for the story of the prodigal son (verses 11-32). Of equal weight is the story of the lost coin and the woman who seeks it (verses 8-10).
Both the active seeking of a woman and the active waiting of a father are used by Jesus to illustrate the heart of God.
